Dhami Goli Kaand: The people of Dhami princely state formed a "Prem Pracharini Sabha" in 1937 with the aim of improving their princely state . Baba Narayan Das was made its president and Pt Sita Ram was made a minister. At the same time, the "Prem Pracharini Sabha" of the Dhami princely state planned to join the princely Praja Mandal Shimla to avoid the oppression of the government. For this purpose, on 13 July 1939, under the chairmanship of Bhagmal Sauhata, a meeting of the Praja Mandals of the hill states of Shimla was held at Camli location near Kusumpati near Shimla. In this meeting, the "Prem Pracharini Sabha" of Dhami princely state was changed to "Dhami Praja Mandal" . Pandit Sita Ram of Dhami was appointed as the head. On this occasion, a resolution was passed by the Dhami Praja Mandal, in which the following demands were made from Rana Dhami:
1. Recognition should be given to the Dhami Praja Mandal.
2. The practice of forced labor should be abolished.
3. Land - Lagaan should be reduced appropriately.
4. People should be given freedom of civil rights.
5. The restrictions and barriers imposed on the people of the state should be abolished.
7. A representative responsible government should be formed in Dhami and in it the representatives of the public should be appointed for administrative work.
It was expressed in this proposal that if no prompt reply was received from the ruler of the princely state on his demand letter, then on 16 July, a delegation of seven persons would come to Halog and meet Rana. 
Intent ramThis demand letter was sent to Dhami by making it a special representative. Rana considered this letter an insult. He did not accept the mortgages of the Praja Mandal and did not reply to the proposal. On not getting a reply, it was decided that on 16 July, Bhagmal Souhata would leave Shimla for Dhami and people would gather to welcome him at the playground about one and a half miles from Halog, the capital of Dhami. The remaining six representatives Heera Singh Pal, Manasha Ram Chauhan, Pt Sita Ram, Babu Narayan Das, Bhagat Ram and Gauri SinghWill meet with them From there they will meet Rana Dalip Singh Rana. On 16 July 1939, a delegation of members of the Himalayan Riyasati Prajamandal, Shimla and Dhami Prajamandal went to the capital 'Halog' to meet Rana under the leadership of Bhagmal Souhata. This delegation included Sarvagri Bhagmal Souhata, Hirasingh Pal, Mansha Ram Chauhan, Pandit Sita Ram, Babu Narayan Das, Bhagatram, and Gauri Singh. When the courtesy delegation reached Ghanahatti , the princely police took Bhagmal Souhata into his custody and burned the Qaumi flag. On this, the members of the delegation started shouting slogans, which spread enthusiasm among the people. The members of the delegation continued to raise slogans of 'Mahatma Gandhi Jindabad' and 'Congress Jindabad' . More people joined them on the way and the delegation turned into a heavy procession. Almost till Halog reached the capital of princely Dhami1000–1500 people had joined the procession. The police took Bhagmal Souhata to the police station there. With the intention Ram Chauhan and Dharmadas also went towards the police station. When the agitated procession started moving, the loyal servants and police of Rana threw stones at the peaceful procession and started firing bullets. People were dispersed by beating with sticks and sticks. In this sudden attack on the peaceful procession of unarmed people, Durgadas of village Mandea and Ummadatta of village Tangosh were killed by shooting at the scene. About 80–90 people were injured. Later, Rama as Vashmana village, Tulsi Ram of Kalvi and Narayan Das of Cheniya were crippled from the injured.
Fearing the terror of the princely government, about 200 Dhami residents fled towards Shimla and spent three months as refugees in Ganj Bazaar. This painful incident of Dhami princely state created a stir in Shimla and a wave of fury raged. The British government panicked and imposed Section 144 and curfew was imposed in the city. All India Congress Committee member Lala 
Dunichand Ambalvi to investigate 'Dhami Goli Kand' in Shimla A Non-Governmental Inquiry Committee was constituted under the chairmanship of. The committee comprised Dev Saman of Tehri, Shyam Lal Khanna, the head of the Shimla Congress Committee, Congress worker Lala Kishori Lal and Pandit Rajendra Dutt of Sirmaur. During the investigation, he told that Rana. Dhami asked for 100 police personnel from him, but he refused and sent Rana's men to Junga near Raja Keonthal. On finding this, the said committee immediately called Devi Ram, a resident of Keonthal. Sent Kevala to Junga. Deviram Kevala urged Raja not to send the police team Dhami. When Rana's loyal servants of Dhami reached there, King Hemendra Sen of Keonthal said to them, "I don't have men to kill my subjects." If my subjects come to me in this way, then I will tell them that I will take a blanket - if you say it too - the rest of the work is yours. "King Hamendra Sen stopped the forced labor practice in his princely state from the same day and also reduced the land rent.
