Online Applications are invited from eligible candidates for the recruitment of following Non-Teaching posts in Sardar Vallabhbhai Patel Cluster University, Mandi. Vacancy Details:-

1.Controller of Examination (on regular basis) 

Total :-01 Post, Gen=01 (UR)

Education:-1. Master degree in any faculty with five years experience as a Principal in a College affiliated to or maintained by the Cluster University. Or Teaching experience as an Associate Professor in a University, with five years administrative experience; Or Master degree in any faculty with five years experience as a Deputy Register or in an equivalent post in a University or Board of School ; Or Master degree in any faculty with five years administrative experience in Central or State Government Administrative Service (on deputation, if necessary); Or Master degree or its equivalent with at least 10 years administrative experience in a University or an educational institution.


2 Deputy Registrar (on regular basis)

 Total 02 Post, Gen=02 (UR)

Education:-1. Master degree with at least 55% of marks or its equivalent grade of B in the UGC seven-point scale. and (i) Two years as Assistant Registrar and (ii) Three years of experience as Section Officer. Or (iii) At least 25 years regular service or regular combined with continuous service, as Assistant Registrar, Section Officer, Superintendent G-II, Sr. Assistant, Jr. Assistant and Clerk/JOA (IT) combined and which shall also include two years essential service as Assistant Registrar. Or (iv) At least 6 years of regular service as Assistant Professor. 2. Good working knowledge of computer applications.


3. Assistant Registrar (on regular basis) 

 Total:- 02 Post, Gen=02 (UR)

Education:-1. Master degree with at least 55% of marks or its equivalent grade of B in the UGC seven-point scale. and (i) One year as Section Officer and (ii) Two years as Superintendent Grade-II. or (iii) At least 22 years regular service or regular combined with continuous service, as Section Officer, Superintendent G-II, Sr. Assistant, Jr. Assistant and Clerk/JOA (IT) Combined and which shall also include one year essential service as Section Officer.


4. Section Officer (on regular basis) 

 Total 03 Post , Gen=03 (UR)

Education :-1. At least graduate from a recognized University or its equivalent. And Three years as Superintendent Grade-II or at least 19 years regular service or regular combined with continuous service, as Superintendent G-II, Sr. Assistant, Jr. Assistant and Clerk/JOA (IT) combined which shall also include two years essential service as Superintendent Grade-II. 2. Good working knowledge of computer applications


 5. Programmer (on regular basis) 

 Total 01 Post,Gen=01 (UR)

 Education :-MCA or B.E./B. Tech. Degree in Information Technology/ Computer Science Engineering from a recognized University or from an Institute duly recognized by the H.P./Central Government


6 .Public Relation Officer (on regular basis) 

 Total 01  Post ,Gen=01 (UR) 

Education :-1. Bachelor of Journalism and Mass Communication or Bachelor of Public Relations or Bachelor of Public Relations and advertising from recognized University; or Post Graduate Degree/Diploma in Journalism and Mass Communication or Post Graduate Degree/Diploma in Public Relations or Post Graduate Degree/Diploma in Public Relations and advertising from a recognized University; 2. Three years professional experience in Public Relations/Journalism/Mass Communication in any Govt. Department/ Public Sector Undertaking and News paper/ Electronics Media/ Organization of standing gained after obtaining essential educational qualifications.


7 Superintendent Grade-II (on regular basis)

 Total =06 Post, Gen (UR)=04, SC (UR)=01,OBC(UR-1)

Education:-i. At least Graduation from a recognized University or its equivalent and ii. Six years of experience as Senior Assistant in Central/ State University/ Government Department/ Educational or Research Institution. iii. Good working knowledge of computer applications.


8 Senior Assistant (on regular basis)

Total =11 Post, Gen (UR)=05,Gen(EWS)=01, SC (UR)=02, OBC (UR)=01, Gen(Ex-SM)=01, PWD (UR)=01

Education:- i. At least 10+2 from a recognized Board/University or its equivalent. ii. Seven years regular service or regular combined with continuous adhoc service rendered, if any, as Clerk/Junior Assistant/JOA (IT) /Junior Assistant combined. iii. Good working knowledge of computer applications

 

9 Senior Scale Stenographer (on contract basis) 

 Total 01 Post, Gen (UR)=01 

Education :-(i) Should possess a Bachelor Degree or its equivalent from a recognized University. (ii) Must possess the following speed in short hand and typing on Computers in both languages i.e. English and Hindi at the time of initial recruitment:- Speed in Shorthand: English 100 WPM Hindi 80 WPM Speed in typing on Computer: English 40 WPM Hindi 30 WPM Provided that at the time of initial recruitment the candidate shall have to pass shorthand test in either of the language i.e. in Hindi or English at the prescribed speed: Provided further that the candidate will have to pass typing test in both the languages at the time of initial recruitment: Provided further that the incumbent having passed shorthand test in one language, at the time of initial recruitment at the prescribed speed, shall have to pass the shorthand test in second language, i.e. Hindi or English, within a period of three years’ from the date of appointment. The appointment letter of such candidate who does not qualify the shorthand test in second language at the time of initial recruitment shall contain the specific condition that he/she shall have to pass the test in short hand in second language within in a period of three years and if he/she qualifies the shorthand test within the period of three years he/she will be eligible to draw his/her annual increment from due date and the candidate who qualifies the said test after three years will be eligible to draw his/her first increment only from the date of qualifying the prescribed test. (iii) Should have the knowledge of ‘Word Processing’ in computer as prescribed by the Recruiting Authority.


10. Jr. Photographer (on contract basis) 

 Total 01 Post, Gen (UR)=01 

Education:-(i) Matriculation from a recognized Board of School Education. (ii) Should possess Diploma in Photography from an Institution recognized by the Central / State Government. (ii) At least two years experience in motion picture/video photography after acquiring Diploma in Photography. (b) As per the guideline issued by the Department of Personnel Government of Himachal Pradesh vide Notification No. Per (AP)-C-C (17)-2/2018 dated 19th November 2019, a candidate shall be eligible for appointment to the Post of Photographer (Class-III), if he/she has passed Matriculation and 10+2 from any School/Institution situated within Himachal Pradesh. Provided this condition shall not apply to Bonafide Himachali.


11 Steno Typist (on contract basis) 

 Total 03 Post, Gen (UR)=03 

Education:-(i) Should have passed 10+2 examination from a recognized Board of School Education. (ii) Must possess the following speed in shorthand and typing on computers in both languages i.e. English and Hindi at the time of initial appointment:— Speed in Shorthand: English: Hindi: 60 WPM 60 WPM Speed in typing on Computer: English: Hindi: 25 WPM 25 WPM Provided that at the time of initial recruitment the candidate shall have to pass shorthand test in either of the language i.e. in Hindi or English at the prescribed speed: Provided further that the candidates will have to pass typing test in both the languages at the time of initial recruitment: Provided further that the incumbent having passed shorthand in one language, at the time of initial recruitment at the prescribed speed, shall have to pass the shorthand test in second language within a period of three years from the date of appointment. The appointment letter of such candidate who does not qualify the shorthand test in second language shall contain the specific condition that he shall have to pass the test in shorthand in second language within a period of three years and if he qualifies the test in shorthand test in second language within a period of three years he will be eligible to draw his annual increment from due dates and the candidate who qualifies the said test after three years will be eligible to draw first increment only from the date of qualifying the prescribed test. 12 Junior Technician

 Total 08 Post, Gen (UR)=05, Gen(Ex-SM)=01, SC(UR)=01, OBC (UR)=01,

 Education:-Bachelor of Science (B.Sc.) / B.Tech. / B.E./ B.Pharm. from recognized institution/University. (b) As per the guideline issued by the Department of Personnel Government of Himachal Pradesh vide Notification No. Per (AP)-C-C (17)-2/2018 dated 19th November 2019, a candidate shall be eligible for appointment to the Post of Junior Technician (Class-III), if he/she has passed Matriculation and 10+2 from any School/Institution situated within Himachal Pradesh. Provided this condition shall not apply to Bonafide Himachali.


13 Driver (on daily wage basis)

Total 02 Post, Gen(UR)=02

Education:-(i) Matric from a recognized Board of School Education. (ii) Must possess valid driving licence for plying of heavy/light vehicles in hilly terrain.


14. Library Attendant (on Daily wages basis) 

Total=01  Post, Gen(UR)=01 

Education:-(i) Should have passed 10+2 Examination or its equivalent from recognized Board of School Education/ Institution. (ii) Must have qualified Certificate or Diploma in Library and Information Science. (b) As per the guideline issued by the Department of Personnel Government of Himachal Pradesh vide notification No. Per (AP)-C-C(17)-2/2018 dated 19th November 2019, a candidate shall be eligible for appointment to the Post of Library Attendant (Class-IV), if he/she has passed Middle or Matriculation from any School/Institution situated within Himachal Pradesh. Provided this condition shall not apply to Bonafide Himachali


15 Peon (on daily wage basis)

 Total= 14 Post,  Gen (UR)-06, Gen (EWS)-01, Gen (Ex-man)-01, Gen PWD -01, SC (UR)-02, SC (Ex-man-01), OBC (UR) -02, 

Education:-Should have passed Matriculation Examination or its equivalent from a recognized Board of School Education/University.


16 Mali (on daily wage basis) 

 Total= 01 Post,  Gen (UR)-01,

Education:-(i) Should have passed Matriculation Examination or its equivalent from recognized Board of School Education/ Institution. (ii) Should have atleast three years experience in floriculture/horticulture (Grafting, budding and maintenance of lawns)


Important Instructions: 

1. Age: - The minimum and maximum age limit for the post(s) at Sr. No. 5, 6, 9, 10, 11 , 12, 13, 14, 15 & 16 is 18 to 45 years reckoned as on prescribed closing date for submission of application forms. The upper age limit is relaxable by five years for applicants belonging to Scheduled Caste, Scheduled Tribe and Other Backward Classes, Person with Benchmark Disabilities and Children/ Grand Children of Freedom Fighters of Himachal Pradesh. The relaxation in upper age to Ex-Servicemen candidate of H.P. will be as per provisions of relevant rules/instructions of H.P. Govt. However upper age limit for direct recruits will not be applicable to the candidates already in service of the Government including those who have been appointed on adhoc or on contract basis. 

2. Reservation: - The benefit of reservation for various post(s) will be admissible only to the applicants, who are Bonafide residents of Himachal Pradesh in respect of categories, viz. S.C., S.T., O.B.C., EWS, BPL/IRDP, Ex-Servicemen, WFF and Persons with disabilities (Locomotor Disabled/Visually Impaired/Hearing Impaired) etc. No change of category shall be allowed after receipt of application i.e. from SC to OBC/ST etc. 

3. Application Processing Fees: - The detail of application fees for respective categories is as under: -

  • General Category (including general Physically Disabled i.e. Orthopedically disabled, Deaf & Dumb, Hearing impaired/W.F.F. of H.P./Ex-Servicemen of H.P. relieved from Defence Services on their own request before completion of normal tenure):-2000/-
  • S.C. of H.P./S.T. of H.P./O.B.C. of H.P./EWS of H.P./B.P.L. of H.P. (General-BPL/SCBPL/ ST-BPL/ OBC-BPL) {including S.C./S.T./O.B.C Ex-Servicemen of H.P. relived from Defence Services on their own request before completion of normal tenure and SC/ST/OBC wards of Ex-Man of H.P.:-1000/-
  • Ex-Servicemen of H.P. (Ex-Servicemen, who are relieved from Defence Services after completion of Normal Tenure)/Visually Impaired of H.P. and All Female candidates of H.P."= No Fees

The applicants must submit Hardcopy of online application form along with relevant documents in support of the information uploaded in the online application by post upto 30.01.2022 upto 05:00 p.m. However, the candidate residing in Andaman and Nicobar Islands, Lakshadweep, Ladakh, Assam, Tripura, Meghalaya, Nagaland, Manipur, Mizoram Arunachal Pradesh, Pangi and Bharmour Sub Divison of Chamba District, Dodra Kwar Sub Division of Shimla District, Kinnaur Districts and Lahul & Spiti Districts of Himachal Pradesh , the last date for receiving of hardcopy of online application by post shall be 07.02.2022 upto 05:00 P.M. addressed to The Registrar, Sardar Vallabhbhai Patel Cluster University, Mandi (H.P.)-175001. The University will not be responsible for any postal delay. No extra opportunity shall be provided to the applicants to produce appropriate certificates at later stage.


General Instructions: 
1. The candidates must read the IMPORTANT INSTRUCTIONS/GENERAL INSTRUCTIONS/Other Terms and Conditions CAREFULLY before uploading/submitting the online application form for the relevant post. 
2. The candidates are advised to note down the USER ID and PASSWORD and this User ID and Password will be applicable for all future references/ correspondence regarding the written examination/ test, downloading Roll Nos./Call letters for Documentation/ entering fee detail etc. 
3. The candidate should enter her/his particulars i.e. Name, Father’s Name, Mother’s Name and Date of Birth as per her/his Matric Certificate and uploaded scanned photograph and signature. The size of scanned photograph should be less than 50KB and size of scanned signature should be less than 30KB only. Otherwise the application will not move to next step
. 4. The candidates are required to apply separately for each post with requisite application processing fee. The candidates belonging to reserve category (for B Category Posts) from other state, their candidature shall be treated in General category only and required to submit full application fees of General category. Further, a candidate of reserve category willing to apply against Gen(UR) posts is also required to remit full application fees, if otherwise eligible for the said post under Gen (UR) category. 
5. The candidates are advised to give their working mobile Number and e-mail ID, used by them in the Online Application (OA) and ensure their working till the completion of selection process to avoid inconvenience. There will be no other means of contacting them expect their e-mail & Mobile number 6. The candidate shall fill their complete and correct particulars in the online application forms to avoid rejection of candidature.
 7. Date of determining eligibility of all applicants in respect of essential qualification and experience, if any, etc., shall be the prescribed closing date for submission of online application forms .
 8. The candidates must ensure their eligibility in respect of category, experience, age and essential qualification(s) etc. as mentioned against each post in the advertisement to avoid rejection at later stage. The decision of University in the regard shall be final. 
9. Onus of proving that a candidate has acquired requisite essential qualifications by the stipulated date is on candidate and in the absence of the contrary, the date as mentioned on the face of certificate/ degree or the date of issue of certificate / degree shall be taken as date of acquiring essential qualification. No extra opportunity shall be provided to the candidate to produce any certificates / documents at the time of evaluation. 
10. In respect of equivalent clause in essential qualification, if a candidate is calming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce order/ letter in this regard, indicating the Authority (with number and date) under which it has been so treated otherwise the application is liable to be rejected. 
11. The selection process is annexed at Annexure “A” of the advertisement. 
12. Number of post(s) is/are tentative and may increase or decrease from time to time. The University reserves the right to fill up or not to fill up the advertised post(s) or to call limited applicants for evaluation of documents/personality test/ interview. No TA/DA will be paid for attending written/skill test/ evaluation of documents/ personality test/ interview etc. 
13. In service (regular) applicants may apply along with requisite fee with information to their Head of Departments/Employer for issuing NOC. Such candidates are required to produce No Objection Certificate (NOC) from the Employer at the time of evaluation of documents/ personality test/ interview etc. 
14. The shortlisted applicants are required to produce original documents and self attested photocopies of educational qualifications, age, category and NOC from the employer alongwith hardcopy of online application form at the time of Evaluation/ Interview /Personality test. 
15. In case of any legal proceedings against the University, the territorial jurisdiction shall be restricted to the District Court Mandi (H.P.)/Hon’ble High Court of H.P. at Shimla. 16. In case of any inadvertent mistake/error in process of selection, which may be detected at any stage even after the issue of appointment order, the University reserves the right to modify/withdraw/cancel any communication made to the applicants.
