जस्टिस चौहान हिमाचल हाई कोर्ट में कार्यवाहक मुख्य न्यायाधीश

हिमाचल प्रदेश हाई कोर्ट के वरिष्ठ न्यायाधीश तरलोक सिंह चौहान अब प्रदेश उच्च न्यायालय में कार्यवाहक मुख्य न्यायाधीश बनाए गए हैं। इस संबंध में मंगलवार को केंद्र सरकार के कानून विभाग ने अधिसूचना जारी कर दी है। नौ जनवरी, 1964 को रोहडू में जन्मे जस्टिस चौहान की शिमला के बिशप कॉटन स्कूल से प्रारंभिक शिक्षा हुई। इस दौरान वह स्कूल के कैप्टन भी रहे। डीएवी कालेज चंडीगढ़ से ऑनर्स के साथ स्नातक, पंजाब विश्वविद्यालय चंडीगढ़ से कानून की डिग्री प्राप्त करने के बाद वह वर्ष 1989 में हिमाचल प्रदेश हाई कोर्ट के वरिष्ठ अधिवक्ता लाला उ छबील दास के प्रख्यात चैंबर का र हिस्सा बने। प्रदेश हाईकोर्ट में वकालत शुरू करते हुए उन्होंने अ कानून की सभी क्षेत्रों में कार्य न किया। वह राज्य विद्युत बोर्ड र लिमिटेड व राज्य नागरिक आपूर्ति निगम के अलावा कई बोर्डों, निगमों, वित्तीय संस्थानों, सार्वजनिक और निजी कंपनियों, शैक्षिक संस्थानों और सहकारी समितियों व विभिन्न विभागों के कानूनी सलाहकार रहे। इसके अलावा विभिन्न लोक अदालतों के सदस्य बने। 23 फरवरी, 2014 को जस्टिस चौहान हाई कोर्ट के अतिरिक्त न्यायाधीश और फिर 30 नवंबर, 2014 को हाई कोर्ट के स्थायी न्यायाधीश बनाए गए।

अब तक इन्होने 63, 555 से अधिक मामलों का निपटारा किया है, जिनमें कई अहम व ऐतिहासिक निर्णय भी सुनाए गए। जस्टिस चौहान हाई कोर्ट में कम्प्यूटर और ई-कोर्ट कमेटी के प्रमुख होने के कारण हाई कोर्ट के साथ-साथ अधीनस्थ न्यायालयों में कम्प्यूटरीकरण को नई ऊंचाइयों तक पहुंचाने में सफल रहे। अब इन मामलों की जानकारी प्राप्त करने के लिए अधिवक्ता या वादकर्ता विभिन्न अन्य सेवाओं तक भी पहुंच बना सकते हैं। अदालतों द्वारा पारित आदेशों की प्रमाणित प्रति के लिए ऑनलाइन आवेदन करना, न्यायालय शुल्क का भुगतान ऑनलाइन करना, मामलों की सूची का उपयोग, ई-फाइल, केस, ई-गेट पास के लिए आवेदन करना जैसी सुविधा अब संभव हो गई है। न्यायमूर्ति तरलोक सिंह चौहान ने हैदराबाद से आए 24 इंजीनियरिंग कालेज के छात्रों के ब्यास नदी में डूबने के मामले में स्वतः संज्ञान लिया और पीड़ितों को मुआवजा दिलाकर मदद पहुंचाई गई। इसके इलावा राज्य में शिक्षा की गुणवत्ता बनाए रखने के लिए राज्य शिक्षा विभाग को आदेश दिए थे कि संबंधित स्कूल में कार्यरत स्टाफ का विवरण और स्कूल की स्थापना बारे विवरण मुख्य द्वार के समीप दर्शाया जाए। इसके इलावा राज्य पुलिस को ऑनलाइन प्राथमिकी दर्ज करने और दर्ज की गई प्राथमिकी को पुलिस विभाग के पोर्टल पर अपलोड करने का भी आदेश दिया था, जिस कारण अब प्रदेशवासी दर्ज की गई प्राथमिकी की जानकारी हासिल कर सकते हैं और उस पर की गई कार्यवाही की जानकारी भी ऑनलाइन उपलब्ध है। इसी तरह नेशनल हाइवे पर किए गए अवैध कब्जों को हटाने के मामले की मॉनिटरिंग भी न्यायमूर्ति तरलोक सिंह चौहान की अध्यक्षता वाली खंडपीठ ही कर रही है।

Starting practice in the State High Court, he did not work in all areas of law. He has been Legal Advisor to various Boards, Corporations, Financial Institutions, Public and Private Companies, Educational Institutions and Co-operative Societies and various Departments besides the State Electricity Board Ltd. and State Civil Supplies Corporation. Apart from this, he became a member of various Lok Adalats. Justice Chauhan was made an Additional Judge of the High Court on 23 February 2014 and then a permanent Judge of the High Court on 30 November 2014.

Till now he has disposed of more than 63, 555 cases, in which many important and historical decisions were also pronounced. Being the head of the Computer and E-Courts Committee in the High Court, Justice Chauhan was successful in taking computerization to new heights in the High Court as well as in the subordinate courts. Now advocates or litigants can also access various other services to get information on these matters. Facilities like applying online for certified copy of orders passed by courts, paying court fee online, accessing case lists, e-file cases, applying for e-gate pass are now possible. Justice Tarlok Singh Chauhan took suo moto cognizance of the drowning of 24 engineering college students from Hyderabad in Beas river and helped the victims by providing them compensation. Apart from this, in order to maintain the quality of education in the state, the State Education Department was ordered to display the details of the staff working in the concerned school and the details about the establishment of the school near the main gate. Apart from this, the state police was also ordered to register online FIRs and upload the registered FIRs on the police department's portal, due to which the people of the state can now get information about the registered FIRs and the action taken on them. Also available online. Similarly, the matter of removal of illegal encroachments on the National Highway is also being monitored by the Bench headed by Justice Tarlok Singh Chauhan.
