Kerala Chief Minister Pinarayi Vijayan released the details of the first phase of the water budget. He said that there was a visible decrease in the availability of water in the State, therefore the water budget had become necessary so that this precious natural resource could be used properly. And its wastage should also be banned. Water experts have welcomed the initiative and said that it will help the state to identify the demand and supply of water and distribute it accordingly as the real problem is not water availability but its management. Dr Sunny George, director of SCMS Jal Sansthan and water expert, says, “It is not a problem of scarcity but a problem of management. He said, “To manage a resource, you first need to determine its quantity. This is the basic principle of managing any resource.” The real problem, he said, was the management of water. If you try to manage without being determined, it will be like fighting your own shadow.
